Antiviral effective in clinical trial for common cold

A pilot clinical trial examining Marinomed’s antiviral nasal spray, which contains carrageenan, has indicated that it is effective as a treatment against the common cold.
The study, which was conducted at the Common Cold and Nasal Research Centre, Cardiff University (UK), showed a reduction in symptoms, which was paralleled by strong antiviral activity.The trial was a double-blind placebo-controlled pilot trial involving 35 adult subjects suffering from the early symptoms of the common cold. Each subject received either a carrageenan-containing or a saline placebo nasal spray three times per day for four days.
At the end of the trial, those that had received the carrageenan nasal spray had significantly fewer cold symptoms (p = 0.046) and decreased viral load in nasal lavages (p = 0.009). The safety of the carrageenan nasal spray was also confirmed.
Dr Andreas Grassauer, CEO and co-founder of Marinomed, commented: ‘This remarkable treatment is the first demonstrably effective therapy that challenges the viral causes of the common cold. We are delighted with these positive clinical results, especially because this is the first product to emerge from our technology platform.’
The antiviral nasal spray using carrageenan is the first product based on Marinomed’s technology platform, mavirex. The nasal spray is currently marketed in Austria and was recently licensed to Boehringer Ingelheim for Europe, CIS and South America.

New export norms for pharma sector soon

 The Centre, in a bid to counter adverse campaign against quality of Indian drugs in some countries, will soon come out with new export regulations for pharma products to trace the source of the exported item.
Talking to reporters on the sidelines of pharma CEOs conclave here on Friday, Rajeev Kher, Joint Secretary, Department of Commerce, said the move would not only help in tracing and tracking the origin but also make the exporters more cautious.
On mergers and acquisitions in the sector, he said the government was keen that the unique strength of the Indian pharma was not compromised. If they were purely market-driven, the government would not intervene. One of the unique aspects of the Indian pharma industry was that it catered to public health markets of developing countries.
Earlier Chief Minister K. Rosaiah, who gave away the export awards, said the Indian pharmaceutical industry was the third largest in the world in terms of volume with a total turnover of $21.04 billion, with a domestic market of $12.26 billion, which was expected to touch $20 billion by 2015. Expressing happiness that India's pharma exports have grown from $3.8 billion to $8.9 billion, he said the share of exports to regulated countries was more which showed the growing confidence of India's capabilities.
Pharmexcil Chairman Smitesh Shah said recent research showed that 70 per cent of the incremental growth in global pharma markets would come from emerging markets of Brazil, India, Russia, China, Turkey, Mexico and South Korea. Chimerix Antiviral CMX001 Demonstrates Positive Safety And Pharmacokinetics In 46 Patients With Compromised Renal Function

Chimerix, a pharmaceutical company developing orally-available antiviral therapeutics, presented promising clinical data for CMX001 in a late-breaker poster session at the 50th Interscience Conference on Antimicrobial Agents and Chemotherapy (ICAAC).
Wendy Painter, M.D., Chief Medical Officer of Chimerix, presented pharmacokinetic and preliminary safety data pertaining to renal function from 46 patients enrolled in Investigator-held Emergency Investigational New Drug applications (EINDs). The majority of patients participating in the EIND program had received stem cell or bone marrow transplant procedures, and presented with severe renal impairment attributed to prior administration of the antiviral drug Vistide® (cidofovir). Data from the EIND patient case studies demonstrate that following the administration of CMX001, renal function improved or remained unchanged in the majority of patients. Further, moderate-to-severe renal impairment in both pediatric and adult patients, did not alter systemic exposure to CMX001. CMX001 exposure was also not affected by hemodialysis.........& more.

FDA Approves Pediatric Use of Protopam Chloride Chemical Poisoning Treatment

 The U.S. Food and Drug Administration has approved the pediatric use of Protopam Chloride (pralidoxime chloride), a drug used to treat poisoning by organophosphate pesticides and chemicals (e.g., nerve agents). The drug is approved to be administered either by intravenous (IV) or intramuscular (IM) injections.
                              "We know this drug has been widely used for many years to treat poisoning in pediatric patients in emergency situations," said Russell Katz, M.D., director of the Division of Neurology Products in the FDA's Center for Drug Evaluation and Research. "Improving the drug's label with new dosing information for children will give health care professionals better guidance on how to use this drug safely and effectively."

Registration of CROs still not mandatory as govt yet to notify DTAB approved guidelines

Even as the clinical trials sector continued to beget controversies and complaints about irregularities, the move to amend the Drugs and Cosmetics Rules seeking to make the registration of CROs mandatory is still pending despite the clearance from the Drugs Technical Advisory Board (DTAB).

Responding to the allegations of irregularities in the trials, the health ministry said the government would soon amend the rules as planned. The draft guidelines and requirements for registration of CRO's in the country have been developed and already approved by DTAB to be incorporated as Rule 122DAB and Schedule Y1 in Drugs and Cosmetics Rules, 1945, sources said.

However, health activists have alleged that the move was initiated long back and was pending for over one year, though the government had launched some steps to streamline the sector. In order to improve transparency, accountability and accessibility in clinical trials, it has been made mandatory to register all clinical trials, permission for which have been granted by office of DCG(I) on or after June 15, 2009, in ICMR clinical trial registry. But the proposal to amend the rules did not happen yet.

Going by the records with the health ministry itself, a spate of irregularities had come up in the recent times. Alleged irregularities have been reported in conduct of a trial with Human Papilomavirus (HPV) vaccine in a post licensure observational study trial in Gujarat and Andhra Pradesh. Indian Council of Medical Research (ICMR) has suspended the trial and the Ministry has set up a high power enquiry committee to investigate the matter, sources said. Bhopal and Indore also reported some cases of irregularities. A team of officials from the Central Drugs Standard Control Organisation (CDSCO) has carried out recently an inspection of one clinical trial conducted at Bhopal Memorial Hospital and Research Centre (BMHRC). The Report of the inspection team is currently being examined by the office of DCG(I), sources added.

Health ministry to issue direction to states u/s 33P of D&C Act on Spurious Drugs Act Guidelines

Mumbai, 6 Sept: The tussle between the Union health ministry and the pharma industry over the notification of the Guidelines attached to the Spurious Drugs Act to allay apprehensions about the various provisions of the Act will end soon as the ministry will soon issue directions to the state drug authorities under section 33P of the Drugs & Cosmetics Act.Union Health Minister Ghulam Nabi Azad's announcement in this regard in Mumbai after meeting the captains of the industry will finally put at rest the dilly-dallying of the senior health ministry officials on the issue. In fact, irritated over the attitude of the senior officials of the ministry, who have been dragging feet on the issue, the industry was seriously contemplating to move Supreme Court to curb possible harassment of genuine drug manufacturers by the drug inspectors by misinterpreting some of the provisions in the Act.Sources in the ministry said that once the ministry issues directions under section 33P of the D&C Act, the state drug authorities have to follow the directive before executing the various provisions of the Spurious Drugs Act. Though the ministry had earlier circulated the Guidelines attached to the Act to all the states, the states have not been following it as it was not mandatory for the officials to pay heed to the Guidelines.Now that the ministry has decided to issue directions under section 33P, the state drug authorities have to follow the Guidelines before executing various provisions of the Spurious Drugs Act which, apart from making production and sale of spurious drugs a non-bailable offence, enhanced the punishment to 10 years imprisonment and a fine of Rs.10 lakh.The Drugs and Cosmetics (Amendment) Bill, better known as Spurious Drugs Act, was passed by Parliament in October 2008 and it received President's assent in December same year. The Bill, was notified on August 10, 2009, by the union health ministry.But, even after an year since the ministry has notified the Bill, it is yet to notify the guidelines.

Out of eighty-one posts, twelve posts(one permanent and eleven temporary) are reserved for SC candidates, six posts(temporary) are reserved for ST candidates & twenty-one posts(one permanent and twenty temporary) are reserved for OBC candidates. Qualifications : Essential : A. Educational : Degree in Pharmacy or Pharmaceutical Sciences or Medicine with specialization in Clinical Pharmacology or Microbiology from a recognized University or equivalent. B. Experience : a) Eighteen months’ experience in the manufacture of at least one of the substances specified in Schedule ‘C’ to the Drugs and Cosmetics Rules, 1945; OR b) Eighteen months’ experience in testing of at least one of the substances specified in Schedule ‘C’ to the Drugs and Cosmetic Rules, 1945 in a laboratory approved for this purpose by the licensing authority ; OR c) Three years’ experience in the inspection of firms manufacturing any of the substances specified in scheduled ‘C’ to the Drugs and Cosmetic Rules, 1945 during the tenure of their services as Drugs Inspector. Duties : Duties and functions specified in Rules 51 and 52 of the Drugs and Cosmetics Rules, 1945 include inspection of all licensed drugs manufacturing establishments, the plant and the process of manufacture, the means employed for standardizing and testing the drug, the methods and place of storage, the technical qualifications of the staff etc. which are likely to affect the potency or purity of the product, taking samples of drugs from premises of manufacturer / dealers for test or analysis, investigation of cases of spurious drugs and related complaints and launching of prosecutions for breaches of the Drugs and Cosmetics Act, 1940 and Rules.
